About Us

The Winnebago County Heroin Task Force came together in 2013 as a community response to the growing number of opioid and heroin overdoses and deaths. The Task Force was able to bring many diverse perspectives together by using the 4-pillar approach which focused on harm reduction, prevention, treatment, and law enforcement. After 3 years in existence the Task Force accomplished many things yet many of those involved believed there was still more work to be done. After some careful consideration and much discussion, a decision was made to reform the Task Force into the Winnebago County Drug and Alcohol Coalition. 

The Winnebago County Drug and Alcohol Coalition has since been formed and began work on what still needs to be accomplished in our community in regards to substance abuse and misuse. The Coalition structure includes a steering team of dedicated individuals who will meet regularly to make decisions and to inform the work of multiple action teams. Currently the action teams are focused on treatment/recovery, prevention/awareness, data collection, and communication. Using this new approach offers the opportunity for more involvement from the community and the ability to continue the vital work the original Task Force set out to accomplish.

Dan Haak

Dan, President-Contract Packaging and Recovery Support Services at Apricity, has worked there since 1998 helping to provide job training for people in recovery.  He has also been a part of the combined Fox Valley and Winnebago County treatment/recovery team since 2015. In 2017, he took on the roll as chair of the Treatment/Recovery Action Team, and is a steering committee member.

Carrie Kubasta

Carrie is a Clinical Supervisor at ThedaCare Behavioral Health. She is a lifelong resident of the Fox Valley area and the area is home to her and her family. "This work is important not just to my professional role but also as a concerned community member and a mom. I have been involved in the work of the coalition in various capacities since 2014."

Stephanie Gyldenvand

Stephanie works at Winnebago County Health Department where she aims to improve community health and promote health equity.  Her background is in community organizing where she has focused her efforts to engage those with lived experience to change their community for the better. She has lived in Winnebago County for the past 18 years.  Stephanie has served on the Heroin & Other Drug Coalition since 2016.

Chris Tarmann

Chris is the Captain of Police at UW Oshkosh Police Department and has severed in several other capacities there for the past 9 years. He has worked for a number of other agencies in Winnebago County and Marquette County over his career in Law Enforcement. He believes that success happens when leaders take action together to solve problems. "There are a lot of leaders within our community and if we capitalize on their strengths we will be successful in developing and sustaining meaningful programs to reduce addiction at the root. We need to take away that moment when someone decides to try a drug or build their confidence enough to say no and walk away when that moment happens"

Sue Panek

Sue works at the Oshkosh Area United Way. She has lived in the Winnebago County area for nearly 24 years. "Addiction is not just a health issue but a community issue. It affects the person with the addiction, their family and many times the safety of our community" Sue has served the Heroin & Other Drug Coalition since 2013.
