About Us

Winnebago County Drug & Alcohol Coalition's primary mission is to prevent and reduce youth and adult substance use. Officially formed by passionate community members in 2017, the coalition is comprised of a Steering Team and several action teams. 

The Steering Team is made up of 13 individuals and is responsible for decision making and overall direction of the coalition. Individuals on the Steering Team are nominated and voted into this position, and serve alternating 2-year terms with opportunity to extend their service.

The Steering Team meets monthly to evaluate efforts, discuss initiatives, and ensure the mission is the center focus of coalition activities. Steering Team members also work outside of regular meetings to advance the work of the coalition which includes attending webinars and workshops, conferences, building community relationships, supporting partners and gathering community level data.  

Action Teams are developed to target specific areas of need, or specific projects. Some meet regularly and some meet only as needed based on projects and initiatives. Each action team has a Chair, and the Chair attends the Steering Team meeting to provide a committee report. While each Action Team has some ability to make decisions and take on initiatives, they are required to report to the Steering Team for financial requests and to ensure the initiatives of each group is working toward the larger goal of the coalition.

The Prevention Team is focused on spreading awareness throughout and educating the community on the impact of substance use. The prevention team works with youth serving organizations, schools, parents, and community partners to engage with and educate youth.

The Treatment & Recovery Team is focused on providing a space for treatment & recovery providers to network, identify opportunities for collaboration and work towards enhancing the resources available to those who need them. 

The Communication Team is focused on coalition communications including website, social media and printed publications and addressing media requests. The communication team meets semi-regularly based on projects and needs. 

The Data Team is focused on gathering, analyzing and sharing data with the coalition and community partners, and working with the communication team to share the data with the community in a meaningful way. One of the data team's projects lead to the Winnebago County OFR (overdose fatality review) team, which is now a mentor site for OFR teams across the nation!

Dan Haak

Dan, President-Contract Packaging and Recovery Support Services at Apricity, has worked there since 1998 helping to provide job training for people in recovery.  He has also been a part of the combined Fox Valley and Winnebago County treatment/recovery team since 2015. In 2017, he took on the roll as chair of the Treatment/Recovery Action Team, and is a steering committee member.

Stephanie Gyldenvand

Stephanie works at Winnebago County Health Department where she aims to improve community health and promote health equity.  Her background is in community organizing where she has focused her efforts to engage those with lived experience to change their community for the better. She has lived in Winnebago County for the past 18 years.  Stephanie has served on the Heroin & Other Drug Coalition since 2016.

Chris Tarmann

Chris is the Captain of Police at UW Oshkosh Police Department and has severed in several other capacities there for the past 9 years. He has worked for a number of other agencies in Winnebago County and Marquette County over his career in Law Enforcement. He believes that success happens when leaders take action together to solve problems. "There are a lot of leaders within our community and if we capitalize on their strengths we will be successful in developing and sustaining meaningful programs to reduce addiction at the root. We need to take away that moment when someone decides to try a drug or build their confidence enough to say no and walk away when that moment happens"

Sue Panek

Sue works at the Oshkosh Area United Way. She has lived in the Winnebago County area for nearly 24 years. "Addiction is not just a health issue but a community issue. It affects the person with the addiction, their family and many times the safety of our community" Sue has served the Heroin & Other Drug Coalition since 2013.
